I am delighted to commend the International Association of Protocol Consultants (IAPC) to all interested persons throughout the world and wish much success in IAPC’s continual growth as a much-needed association for the protocol and etiquette industry.

Roger Axtell is recognized as an authority on international protocol, customs and business etiquette. Mr. Axtell worked 30 years for The Parker Pen Co., retiring as Vice-President, Worldwide Marketing. Since 1985, he has written nine books in his "Do's & Taboos" series on international business, travel, customs, etiquette, gestures and humor. Because of his books, World Trade magazine in June 1998 named him one of the twenty-five most influential people in international trade. He is also on the professional speaking circuit, appearing in the U.S. and overseas before large corporations, conventions and on college campuses. Since 1997 he has served as vice-chair of the Governor's Task Force on International Education and was a member of the Governor's Commission on University of Wisconsin's System Compensation (1992) and the resulting Governor's Task Force on UW System Accountability (1993). He is a graduate of UW-Madison ('53). In 1999, Wisconsin Governor Tommy Thompson appointed him to a seven-year term on the University of Wisconsin System Board of Regents, which oversees 26 campuses in Wisconsin serving 160,000 students.

Teresa Babb is the Program Manager of the Defense Attaché Spouse Training Program at the Joint Military Attaché School, Defense Intelligence Agency. She helps to train Department of Defense and Department of Homeland Security officers, noncommissioned officers, civilian personnel, and their spouses selected for duty at United States embassies worldwide.

Ms. Babb's undergraduate studies are in Human Services, specifically family counseling. She began her career as a public servant in 1985 at the U.S. embassy in Islamabad, Pakistan; followed by another State Department position in Bern, Switzerland. She has worked for the Defense Intelligence Agency since 1993. In 1998, she received an Exceptional Impact Promotion for her work in the office of crisis management for the Agency's Joint Staff (J2). She transferred to the Attaché School in 2000, and became program manager in 2004. Ms. Babb has made numerous international business trips to Europe and Asia, and uses her first-hand cross-cultural and diplomatic experience to guide her students in their adjustment to new cultures and unfamiliar experiences. As a charter member of IAPC, she provides protocol leadership by serving as the International and Diplomacy Protocol Liaison to IAPC's Board of Directors.

Ms. Babb is married, has three grown children, and has lived in Virginia since 1993.

Letitia Baldrige graduated from Miss Porter's School in Farmington, Connecticut and received a B.A. in psychology from Vassar College. She did her graduate work at L'Universite de Geneve in Switzerland. She has received four honorary doctorate degrees (Doctor of Humane Letters). A member of the Board of Directors of her late brother's renowned business program, The Malcolm Baldrige National Quality Awards, she was one of the earliest women directors to serve on major corporate boards, as well as in the nonprofit sector. At the age of twenty-one, she was Social Secretary to Ambassador David Bruce in Paris and then Special Assistant to Ambassador Clare Boothe Luce in Rome. She was Tiffany & Co.'s first woman executive, and then became the Social Secretary to the White House and chief of staff for Jacqueline Kennedy. Subsequently, Ms. Baldrige served as an advisor to several First Ladies.

In 1964, she became head of one of America's earliest woman-owned businesses, Letitia Baldrige Enterprises, Inc., a public relations and marketing company. She began writing on etiquette in 1978 and was the first authority to cover the subject of manners in the workplace. Today, she continues to lecture throughout the United States and abroad on management training and regularly appears on national television.

Inspired by the advice of her former boss, Clare Boothe Luce, that anyone can get a book published who knows how to apply the seat of the pants to the seat of the chair, she has written 21 books on manners and entertaining, including four autobiographies. She freely admits to having spent a lifetime in making multiple gaffes in high places, here and abroad, but she was never fired for which she modestly admits she deserves a medal!

She maintains that her husband, Robert Hollensteiner, two children and seven grandchildren, would never take first prize in a good manners competition, but they manage to be perfect anyway.

Nancy Carosso is an Aerospace Physicist with Swales Aerospace Incorporated, providing senior consulting and oversight to NASA space exploration programs. Ms. Carosso is located in Northern Virginia, and has previously operated her own international aerospace consulting business and worked for Lockheed Martin Corporation. She has served as Chair and technical committee member to numerous international aerospace organizations and societies.

Charles M. Coffey is a Protocol, Research, and Communication Consultant and former Protocol Officer, Department of Administration for the State of Indiana. He served as a protocol advisor to governors of Indiana for sixteen years. His responsibilities included the coordination of several protocol related activities especially those involving flag etiquette. From 1990 until 2004, he served as a member of a state commission, which had the responsibility of awarding telecommunications contracts for universities, colleges, schools, and libraries and operated the state’s Internet portal on the World Wide Web.

For eight years, Coffey was an aide to the Lieutenant Governor of Indiana. His primary responsibilities involved drafting speeches and research. Prior to joining the Bayh-O’Bannon campaign staff in 1988, Coffey was an administrator for Indiana University for sixteen years, including five years as Director of Special Events, which was the university’s protocol position.

Before joining Indiana University, Coffey was a broadcast journalist and worked for several stations including WHAS radio and television in Louisville, Kentucky where he served as a reporter, executive news producer and as an anchor of television and radio newscasts. In 2003, he received the State of Indiana’s highest award, the Sagamore of the Wabash, from the late Governor Frank O’Bannon. He was also named a Kentucky Colonel by then Governor Julian Carroll in 1975. Additional biographical information can be found in the 2000 and 2004 editions of Who’s Who in America. Biographical information is also included in Who’s Who in the World.

Cherlynn Conetsco graduated summa cum laude with a degree in psychology from the University of Maryland, and a Masters in Public Administration from Golden Gate University. She began her professional life as a public servant at the United States Embassy in Jakarta, Indonesia; followed by a Defense Attaché Office appointment to U.S. Embassy Athens, Greece. In addition to her resident overseas experience, numerous international business trips have taken her to more than twenty-five countries in Europe, Africa, the Far East, and South America for first-hand cross-cultural awareness.

Ms. Conetsco spent two decades with the full responsibility for teaching protocol to thousands of Department of Defense and Department of Homeland Security officers, civilian diplomats, and their family members selected for embassy duty on the staffs of more than 180 American Ambassadors worldwide. She also helped prepare leaders of five uniformed services in etiquette, cultural awareness, and related topics. Ms. Conetsco received many United States Government awards and much recognition for creating and directing the Attaché Spouse Program at the Defense Intelligence College, Joint Military Attaché School. The rigorous requirements, high visibility, and sensitive nature of embassy assignments are generally not fully appreciated outside of the Diplomatic Corps or Washington, D.C.

As Former Director, Attaché Spouse Program, Defense Intelligence Agency, her experience includes extensive educational training, curriculum design and development, course coordination and execution, student evaluation, and survey methodology. 
 
Ms. Conetsco is married and has lived in metropolitan Washington, D.C. since 1980. As a charter member of IAPC, she provides protocol leadership by serving on the Board of Advisors and as Chair, IAPC Certification Council she leads in curriculum design for all higher learning programs. As a principal of the Protocol & Etiquette Institute™ (P&EI Washington, D.C.), she continues, through speaking engagements and private tutoring, to advise others on interacting correctly and confidently. Her innovative briefings to individuals and groups worldwide ease transition from one milieu to another, one culture to another, and from one set of responsibilities to another, thus contributing immensely to the social and professional success of her corporate, diplomatic, and private clients.

Dr. P.M. Forni

2006 IAPC OUTSTANDING ACHIEVEMENT AWARD RECIPIENT

Dr. P.M. Forni, a professor at Johns Hopkins University, teaches courses on Italian literature and on civility. He studied at the University of Venice, the University of Pavia (where he graduated in 1974), the Catholic University in Milan, and the University of California at Los Angeles. At UCLA, he received a Ph.D. in Italian Literature in 1981.

Dr. Forni was co-founder of the Johns Hopkins Civility Project (JHCP) in 1997 An aggregation of academic and community outreach activities, the JHCP aimed at assessing the significance of civility, manners, and politeness in contemporary society. He was also the co-director of "Reassessing Civility: Forms and Values at the End of the Century," an international symposium which took place at Hopkins in March 1998. He now directs The Civility Initiative at Johns Hopkins. 

Over the years, he has continued to illustrate the functions and the workings of civility in society. In his new book, Choosing Civility: The Twenty-Five Rules of Considerate Conduct (St. Martin's Press, February 2002), he has collected the results of his work in the field.

Professor Forni lectures and conducts workshops on the relevance of civility to the quality of life in the workplace and in society at large. His series of commentaries, Speaking of Manners, is aired on WYPR, National Public Radio in Baltimore.

National and foreign publications have reported on his work on civility. They include The New York Times, The Times of London, Panorama, The Washington Post, The Wall Street Journal, The Los Angeles Times, and The Baltimore Sun.

Dr. Forni has appeared on a number of radio and television shows, including the ABC's World News Tonight and BBC's Outlook.

Anna Hart is the Social Director and Protocol Advisor to the Commandant and to the Brigade of Midshipmen at the United States Naval Academy. She is the first to develop and present a four-year officership-training program in protocol, etiquette, and civility for a student population of 4,000 Midshipmen. She is a charter member of IAPC, Military Advisor to the Executive Director and the IAPC Board of Directors, and serves on the Independent Education Oversight Committee. Ms. Hart is also among the first to qualify for IAPC’s premier credential of Certified Protocol Officer, CPO® .

John Crawford Howell’s international business career began in 1973 working for Wertheim in Berlin. He later worked in Manila as Project Coordinator for Westin Hotels’ Philippine Plaza before joining Rainier National Bank in Seattle where he was Vice President and Manager of the bank’s Europe, Middle East, and Africa Region. Later, based in Singapore, he was responsible for correspondent banking relationships with the major banks of Indonesia, Malaysia, Brunei, and Singapore. He joined International Silver Company in 1986 and presided over its factory operations in Taiwan, as well as global sales and marketing outside the Americas. In 1994, Mr. Howell joined Hostar International, a Bellevue, Washington engineering consulting firm that develops integrated material handling systems for luxury hotels worldwide. He served as President and was a member of the Board of Directors. While with Hostar he was invited to Cornell University as a guest lecturer on “Hotel Industry Best Practices.” He has visited more than 60 countries; 40 for business purposes.

Mr. Howell graduated from Washington State University with a Bachelor of Arts degree in Hotel and Restaurant Administration and holds a Masters degree in International Management from Thunderbird, The Garvin School of International Management, in Phoenix, Arizona, where he graduated at the top of his class. He is also a graduate, With Honors, of The Premier National Graduate School of Banking™, The Pacific Coast Banking School, Seattle, Washington. He has written on Japanese Society, numerous briefing papers related to Europe and Asia, a feasibility study on establishing a marine recreational park in France, a thesis on country credit guidelines for regional banks, as well as articles on international behavior published in newspapers and on-line publications. He was a member of the first Washington State Trade Mission to Asia and a member of the Seattle Committee on Foreign Relations. Mr. Howell was a Captain in the United States Marine Corps and a decorated Viet Nam War Veteran. He resides in the greater Seattle area.

George Hutchinson

George Hutchinson

George Hutchinson served for 47 years in the judicial branch of the federal government. He worked at the U.S. Supreme Court for 24 years in various positions, including Assistant Marshal. Mr. Hutchinson later served as the first Clerk of the Court of Appeals for the Federal Circuit and continued in that capacity until his retirement. He currently is the Executive Director- Emeritus of the Federal Circuit Bar Association.

Mr. Lekuton, is a Harvard University graduate, middle school history teacher, and author of Facing the Lion—Growing Up Maasai on the African Savanna, (National Geographic Press, 2003). Mr. Lekuton supports IAPC’s dedication in providing cross-cultural education to our members as part of this association’s overall educational endeavors.

Michael Lynn is the Director Marketing Communications, Exhibitions, Events & Protocol, L-3 Communications, Integrated Systems. As a recognized expert in the exhibition industry he is one of only 53 individuals worldwide with a designation as a CME (Certified Manager of Exhibition) from the Trade Show Exhibitors Association (TSEA) and one of only 300 individuals with the Global Designation as a CMM (Certification in Meeting Management) and is also a CMP (Certified Meeting Planner) both, from Meeting Planners International (MPI). He has been selected for his second term on the TSEA Board of Directors, is a Team Member to the Convention Industry Council, (CIC) APEX (Accepted Practices Exchange) Contracts, and Legal group, and serves on the Exhibit Industry Task Force (EITF). Michael is a frequent contributor to trade publications and a guest speaker, trainer at industry associations and was ranked as one of the Top 5 Exhibit and Event Managers for 2001 by Exhibitor Magazine. His protocol and etiquette expertise is called upon daily by L-3 Communications and other industry companies.

IAPC Author Samuel Manteaw received his LL.M. in Intellectual Property from The George Washington University School of Law; a LL.M. in Transnational Business Practice, from University of the Pacific, McGeorge School of Law; a Barrister/Solicitor-at-Law Certificate (Ghana Bar Certification) from Ghana School of Law; a LL.B. (Honors) from the University of Ghana; and ‘A 3-Year Teachers’ Certificate in Education, from Teachers Training College, Akropong-Akwapim, Ghana. He was a Resident Scholar at McGeorge School of Law from May to December 2003, and a Fellow at the International Law Institute from March to June 2004. Mr. Manteaw has received numerous awards and honors, including: Finnegan Fellow, Judge Thomas Buergenthal Scholar, UOP-McGeorge Scholar, Dean’s International Fellow, Eugene Akoto-Bamfo Memorial Prize for the Best Student in Commercial (Insurance) Law, Law Students Award of Outstanding Leadership, and College Award for Outstanding Leadership. Mr. Manteaw intends to return to Ghana in the fall of 2006 to teach and practice law.

Charles F. Schill

Charles F. Schill is a partner in the Washington office of Steptoe & Johnson LLP. He is a member of the firm's International Trade & Investment and Technology Departments. 

Mr. Schill is an experienced international trade and patent litigator with more than 25 years of law firm and government experience, including service as a Senior Staff Attorney in the Office of Legal Services and the Office of General Counsel at the US International Trade Commission. He is a frequent author and speaker to bar and industry groups in the United States and abroad on international trade regulation, the World Trade Organization, and intellectual property protection and litigation.
Mr. Schill is also the current President of the Federal Circuit Bar Association.
