Education Review Board and Independent Education Oversight Committee EDUCATION REVIEW BOARD Letitia Baldrige graduated from Miss Porter's School in Farmington, Connecticut and received a B.A. in psychology from Vassar College. She did her graduate work at L'Universite de Geneve in Switzerland. She has received four honorary doctorate degrees (Doctor of Humane Letters). A member of the Board of Directors of her late brother's renowned business program, The Malcolm Baldrige National Quality Awards, she was one of the earliest women directors to serve on major corporate boards, as well as in the nonprofit sector. At the age of twenty-one, she was Social Secretary to Ambassador David Bruce in Paris and then Special Assistant to Ambassador Clare Boothe Luce in Rome. She was Tiffany & Co.'s first woman executive, and then became the Social Secretary to the White House and chief of staff for Jacqueline Kennedy. Subsequently, Ms. Baldrige served as an advisor to several First Ladies. Alinda Lewris Alinda Lewris is the guiding force behind the development of IAPC's Executive Education Conferences and the research regarding the interest in professional certification (Certified Protocol Consultant® CPC® and Certified Protocol Officer® CPO®) programs. In January 2006, Ms. Lewris successfully completed the American National Standards Institute (ANSI) standards training course “Personnel Certification Accreditation: Understanding the Requirements of ISO/IEC 17024.” Thereby, demonstrating a commitment to personal development, organizational growth and the voluntary consensus standards process. EDUCATION REVIEW BOARD LIAISON Cherlynn Conetsco spent more than two decades with the full responsibility for teaching protocol to thousands of United States Department of Defense and Department of Homeland Security officers, civilian diplomats, and their family members selected for embassy duty on the staffs of more than 180 American Ambassadors worldwide. She also helped prepare leaders of five uniformed services in etiquette, cultural awareness, and related topics. Ms. Conetsco received many United States Government awards and much recognition for creating and directing the Attaché Spouse Program at the Defense Intelligence College, Joint Military Attaché School. The rigorous requirements, high visibility, and sensitive nature of embassy assignments are generally not fully appreciated outside of the Diplomatic Corps or Washington, DC. As Former Director, Attaché Spouse Program, United States Defense Intelligence Agency, her experience includes extensive educational training, curriculum design and development, course coordination and execution, student evaluation, and survey methodology. IAPC AUTHORIZED INSTRUCTORS INDEPENDENT EDUCATION OVERSIGHT COMMITTEE Since 1997, Roger Axtell has served as vice-chair of the Governor's Task Force on International Education and was a member of the Governor's Commission on University of Wisconsin's System Compensation (1992) and the resulting Governor's Task Force on UW System Accountability (1993). He is a graduate of UW-Madison ('53). In 1999, Wisconsin Governor Tommy Thompson appointed him to a seven-year term on the University of Wisconsin System Board of Regents, which oversees 26 campuses in Wisconsin serving 160,000 students. Teresa Babb, CPO® Anna Hart, CPO® Dr. Walter V. Kowtoniuk Dr. Kowtoniuk has been practicing primary care medicine for over twenty years. He is currently pursuing a law degree and has long supported education at all levels. Dr. Kowtoniuk believes that education is one of the strongest means of promoting societal growth including the spread of global understanding. Ray Leki Joseph Lemasolai Lekuton, M.Ed Mr. Lekuton, has a Masters in Education from Harvard University, is a middle school history teacher, and author of Facing the Lion—Growing Up Maasai on the African Savanna, (National Geographic Press, 2003). Mr. Lekuton supports IAPC’s dedication in providing cross-cultural education to our members as part of this association’s overall educational endeavors. Samuel Manteaw, Esquire Samuel Manteaw received his LL.M. in Intellectual Property from The George Washington University School of Law; a LL.M. in Transnational Business Practice, from University of the Pacific, McGeorge School of Law; a Barrister/Solicitor-at-Law Certificate (Ghana Bar Certification) from Ghana School of Law; a LL.B. (Honors) from the University of Ghana; and ‘A 3-Year Teachers’ Certificate in Education, from Teachers Training College, Akropong-Akwapim, Ghana. He was a Resident Scholar at McGeorge School of Law from May to December 2003, and a Fellow at the International Law Institute from March to June 2004. Mr. Manteaw has received numerous awards and honors, including: Finnegan Fellow, Judge Thomas Buergenthal Scholar, UOP-McGeorge Scholar, Dean’s International Fellow, Eugene Akoto-Bamfo Memorial Prize for the Best Student in Commercial (Insurance) Law, Law Students Award of Outstanding Leadership, and College Award for Outstanding Leadership. Mr. Manteaw intends to return to Ghana in the fall of 2006 to teach and practice law.
