Since our 1 October 2007 announcement (SEE NEWS and BELOW) regarding the ‘new’ direction for our organization, we have received many wonderful statements of support and a renewed interest in our Certification programs.

It is indeed gratifying to know that as a standard setting nonprofit organization, the International Association of Protocol Consultants® / Officers™ has raised the bar for protocol, etiquette, and civility practitioners since our inception in 2002. We have seen some great strides and applaud the efforts of our sister organizations. We continue to lead in Certification procedures with our trademark registered Certified Protocol Officer®, CPO® and Certified Protocol Consultant®, CPC® Programs.  Our portfolio review process was praised in 2006 by the Director of the American National Standards Institute (ANSI) for our trailblazing efforts. Indeed, the wave of the future in many fields that require Certification is the comprehensive portfolio-based assessment that includes many if not all of our international standards: reserved for experienced professionals; documentation of experience, education, achievements, industry involvement, professional development, and peer recognition; and adherence to high ethical standards.  

We are very pleased with our new Web site direction in providing information for executives, those seeking certification, the media, and the public at large.  Please rest assured that IAPC will continue our emphasis on all-inclusiveness, higher-level training programs, and elevating the industry’s professional standards.

IAPC RESEARCH* REVEALED THAT:

The public is confused about the general use of the terms ‘certified and/or certification’ primarily because the marketplace is saturated with programs/schools that have encouraged participants to state that they are ‘certified’ once they pay a particular program fee (from $25, $5,000, to more than $15,000) and attend a required short session, regardless of experience, education and/or knowledge of the subject matter.

    Why was this program developed?

    IAPC's Certified Protocol Consultant® (CPC®) and Certified Protocol Officer® (CPO® ) programs were developed as a way to recognize individuals for outstanding achievements and aim to increase professionalism overall by:

    What does portfolio-based Certification mean? In the literal sense, a portfolio is the physical presentation of a body of credentials (demonstrating the requisite knowledge and experience through work and education) and selected material used (if so desired) to promote an individual professionally. IAPC's portfolio-based Certification process is an accumulation of points demonstrating the candidate's achievements and progress in education, experience, and professional development. IAPC’s training and independent validation of this systematic collection of work leads to the granting of the appellations CPC® or CPO® .

    Who is eligible for the CPC® and CPO® ?

    • Individuals working in protocol or protocol-related professions for the equivalent of three years full time protocol experience/employment and a Bachelor Degree or higher, Or four years full time protocol experience/employment and an Associate Degree, Or six years full time protocol experience/employment without a degree
    • Individuals employed in a qualifying professional capacity within the past twelve (12) months
    • Individuals pledging adherence to IAPC Code of Ethics and Confidentiality Agreement
    • Individuals committed to protocol and etiquette careers
    • Individuals committed to continuous education and professional development

    BASIC STEPS and FINANCIAL INVESTMENT

    STEP 1, Submit a short summary (150 words or less) of your professional aspirations and a one page resume to IAPC Headquarters, Attn: Cherlynn Conetsco, CPC® and Chair, IAPC Certification, Post Office Box 6150 McLean, Virginia 22106-6150. 
    Your subject line should be “Statement of Intent to Pursue Certification.” The first line should include your full name, as in “Jane Doe’s goals for pursuing Certification are...” Bullet points are fine. This critical analysis /self-evaluation process allows you to clarify your personal objectives in seeking Certification.  Please provide contact information, including name, title, company/agency, address and telephone number.  

    • Successful completion of IAPC “Mastering Protocol, Etiquette & Civility” is recommended - but not required - for certification. The program encompasses readings (books available at public libraries) listed below, onsite group projects, and a student assessment. See: Executive Education

       Investment helps to offset the cost for:

      ---a private telephone consultation or E-mail exchange with a member of our Certification Council
        to assist in strengthening a strategic plan to complete the APPLICATION and PORTFOLIO

    IAPC requires individual purchase of the HANDBOOK which provides important policies and details that help candidates prepare portfolios. 

    The APPLICATION is based on a point system. Points are awarded for qualifying protocol and etiquette professional experience, professional and administrative development activities, responsibility, leadership and education. Specific information for determining and reporting earned points is included in the HANDBOOK and APPLICATION.

    Continuous Education: With appropriate documentation, any and all business protocol, government and military protocol, international protocol, and executive etiquette continuing education OR professional development program related to certification aspirations may earn points if the program strives to adhere to the same standards as IAPC, “Mastering Protocol, Etiquette & Civility” and is acquired through a nonprofit organization. Points will be calculated according to the formula provided in IAPC’s Candidate Handbook (HANDBOOK) and Official Application for Certification (APPLICATION). IAPC also accepts all worldwide university programs in International Affairs, as well as college/university-level studies in languages, culture, and diplomacy. IAPC recommends that you contact your local university’s educational department to determine what programs would be of interest to you.

    STEP 3, Submit Certification Application:

    • INVESTMENT: $2995 USD Non Refundable
      Complete, Sign and Return the APPLICATION and all supporting materials along with the application submission investment. 
       
    •  Investment helps to offset the cost for:
      ---opening and maintaining the official Certification Dossier for a period of three years
      ---portfolio review by two Certification Council assessors and a member of the Education Review Board
      ---a formal evaluation
      ---certification award (if all requirements have been met) and
      ---the rights to use the CPC® or CPO® appellation for a period of three years
      ---lifetime membership in IAPC for certificants in good standing

    STEP 4, Portfolio Assessment:

    • IAPC’s Certification Council validates the candidate’s qualifications and achievements in protocol, etiquette, and civility. 

    STEP 5, Appellation Awarded:

    • The Certified Protocol Consultant® (CPC®) and Certified Protocol Officer® (CPC®) are IAPC’s professional designations attesting to the candidate’s education, experience, and qualifications.

    STEP 6, Recertification:

    • INVESTMENT: $1995 USD Non Refundable
      Recertification:
       Initial certification is valid for three years ending on December 31st of the third year following an official Award of Certification. To maintain CPC® or CPO® status, certificants must recertify every three years. Recertification is based on evidence of continued employment in the protocol and etiquette (or protocol and etiquette related) industry and applicable continuous education.

    Q.   What is involved in recertification?
    A.   Every three years certificants are required to recertify to maintain the CPC® or CPO® designation by documenting ongoing involvement in the industry, continued employment, and education. To be recertified, CPC® and CPO® ’s must complete a recertification application. Recertification requirements are consistent with those for the original application. Typically, the first recertification notifications are mailed to CPC® and CPO® ’s during the first quarter of the expiring year.

    If a certificant fails to recertify within the appropriate guidelines, permission to use the appellation will be rescinded.  Unauthorized use of a registered trademark is a copyright infringement.

    NOTE: English as a Second Language: The CPC® and CPO® HANDBOOK and APPLICATION are presented in the English language only. APPLICATIONS must be completed in English.

    How are the Certified Protocol Consultant (CPC®) and Certified Protocol Officer (CPO® ) programs governed?

    The Certification Council (designated by IAPC but separate from the IAPC Board of Directors) has developed, and oversees the CPC® and CPO® programs. The Certification Council is composed of four practicing Protocol Consultants. The Certification Council volunteers time to ensure the validity, credibility, and continuing prestige of the CPC® and CPO® programs. In addition to representing the diversity that exists within the profession, the Certification Council seeks to represent the diversity within the profession and serves as an important voice for stake holders dedicated to maintaining the highest industry standards.

    DISCLAIMER: Certification Requirements, including eligibility criteria, assessment methodologies, recertification, and program policies and fees are subject to change. Applicants, candidates, and certificants must meet requirements current at the time of initial application, certification, or recertification, and must agree to abide by all IAPC policies. As the CPC® and CPO® certifications are still in a fluid stage of development, candidates and certificants should be aware that an examination to earn and maintain the credential may be a future requirement for CPC® and CPO® recertification.

    Historic Timeline

    • 2002 - conducted extensive research and interviewed industry authorities, distinguished academicians, groundbreaking researchers, and entrepreneurs to document market needs/desires (representing more than 100 years of industry expertise)
    • 2002 - invited the public and industry professionals to participate in a SURVEY (see survey above) to collect objective evidence to support the content of preliminary certification design
    • 2002 - developed an original strategic plan for an innovative Certified Protocol Consultant (CPC® ) and Certified Protocol Officer (CPO®) Credentialing Program
    • 2003 - outlined requirements regarding appropriate education and training background, technical knowledge and experience of personnel serving on Certification Council (see names below)
    • 2004 - approved policy and procedures for granting, maintaining, renewing, expanding, suspending and withdrawing of certification
    • 2004 - legal review for maintaining the rights of trademarks
    • 2004 - members of the Certification Council were formally announced and the CPC® /CPO Programs were launched
    • 2006 - certification requirements aim to incorporate the new American National Standards Institute’s (ANSI) International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) ISO/IEC 17024
    • 2006 - external review to evaluate that requirements specifically relate to the scope of the desired certification
    • 2006 - all certificants are requested to submit an annual evaluation of IAPC’s Certification process to ensure fairness, validity, reliability and performance of the certification process. IAPC will deal with any identified deficiencies in a constructive and timely manner.
    • 2006 - review of Certification Web site by Independent Certification Panel
    • 2006 - presentation and review of Certification requirements presented before applicants
    • 2006 - JUNE 2006 Revision to Continuing Education Requirements: With appropriate documentation, any and all continuing education OR professional development courses in business protocol and etiquette, international protocol, government / military protocol, royal family / court protocol, and/or executive etiquette may earn points IF courses: 1) adhere to the same standards as the IAPC, “Mastering Protocol, Etiquette & Civility”;  2) are acquired through nonprofit organizations; and 3) relate to certification aspirationsPoints will be calculated according to the formulas provided in IAPC’s Candidate Handbook (HANDBOOK) and Official Application for Certification (APPLICATION).  IAPC also accepts worldwide university and college level programs in international affairs and diplomacy as well as studies in languages and culture. IAPC recommends contacting local providers of higher-level academics to determine what programs would be of interest to support certification. 
    • 2006 - The Mark CPC® has been registered in the United States Patent and Trademark Office; that the application was examined and determined to be in compliance with the requirements of the law and with the regulations prescribed by the Director of the United States Patent and Trademark Office; and that the Application is entitled to registration of the Mark under the Trademark Act of 1946.
    • Seven Credentials Awarded in 2006
    • 2007 - The Mark CPO® has been registered in the United States Patent and Trademark Office; that the application was examined and determined to be in compliance with the requirements of the law and with the regulations prescribed by the Director of the United States Patent and Trademark Office; and that the Application is entitled to registration of the Mark under the Trademark Act of 1946. 
    • 2007 - The Marks Certified Protocol Consultant® and Certified Protocol Officer® have been registered in the United States Patent and Trademark Office; that the applications were examined and determined to be in compliance with the requirements of the law and with the regulations prescribed by the Director of the United States Patent and Trademark Office; and that the Applicatios are entitled to registration of the Marks under the Trademark Act of 1946.

    DEFINITIONS:

    To assist the public in communicating with colleagues and clients and to help avoid confusion in the marketplace, IAPC offers the following definitions:

    APPELLATION: An identifying title, classification, or designation endorsing competency. 

    CANDIDATE: Applicant who has fulfilled specified prerequisites, allowing his/her participation in the certification process.

    CERTIFICANTS: Term for individuals who were awarded a certificate. 

    CERTIFICATE: Awarded to an individual who has completed a course or program of study and may also be awarded in recognition of program attendance. See IAPC Certification definition below to understand the distinct difference.

    CERTIFIED PROTOCOL CONSULTANT® CPC® or CERTIFIED PROTOCOL OFFICER® CPC®: Candidates qualify based on background experience for one of two appellations. If a seasoned professional currently works with business protocol, international protocol, and executive etiquette, the CPC® would be the preferred choice. However, if the seasoned professional is currently specializing in government and/or military protocol, the CPO® is the more appropriate designation.

    IAPC's CERTIFICATIONS and/or DESIGNATIONS: IAPC’s certifications are awarded to candidates who meet rigorous but fair eligibility requirements, pass a review by an independent panel, and agree to support a professional code of ethics. Certification is a voluntary process that results in credentials.

    CERTIFICATION PROCESS: All activities by which a certification body establishes that a person fulfills specified requirements, including application, evaluation, decision on certification, and recertification, use of certification and logos/marks.

    QUALIFICATIONS: Demonstration of personal attributes, education, training, and/or work experience.

    The International Association of Protocol Consultants® / Officers™ named Anna Hart one of its first two certified protocol officers. Hart serves as protocol adviser and social director to the Commandant and Brigade of Midshipmen.

    Hart earned her certification by meeting "international benchmarks of performance." She was selected based on experience, education, achievements, industry involvement, professional development and peer recognition. In addition to meeting rigorous eligibility requirements, Hart signed a code of ethics and agreed to adhere to the best international practices and to continue her education.

    During her three years at the academy Hart developed a training program in protocol, etiquette and civility for the midshipmen.

    In addition to her work at the academy, Hart designed a model formal dining practicum for the University of Maryland Alumni Association, Student Programs, and Advocacy (professional development program for juniors and seniors). She has also delivered guest lectures for more than a decade.

    Hart will serve on the International Association of Protocol Consultants / Officers' board of advisers. The organization is a promoter of active protocol professionals.
